If I upgrade my armor to Elite Canthan, will it be saved in the pvp window so I can reuse it on another pvp char like for example

I unlock elite canthan on ele with reward points.
Delete pvp ele
play other characters
remake pvp ele

will the elite armor be in the pvp armor window thing?

It's per character, not per account.

So yeah, it won't be available if you delete that pvp character.
